摘要: Objective To put forward some suggestions for the development of drug circulation enterprises in the background of “two-invoice system” in China. Methods Investigation and literature review were used to analyze the status: problems and countermeasures of drug circulation in the “two-invoice system” in China. Results and Conclusion The “two-invoice system” reform has played a role in streamlining and standardizing the drug circulation market. However, there is no direct evidence to prove that it will help reduce the drug price. Current problems associated with the “two-invoice system” include the variation of policies in different provinces, which increases production cost and has difficulties in drug distribution to cover all circulation areas. Therefore, enterprises vulnerable to greater impact may consider different forms of transformation development. For example, those reorganized by large drug wholesale enterprises may transform into regional circulation centers, to develop third-party pharmaceutical logistics, to explore academic promotion and extended services, etc. In the meantime, the government shall adopt the multi-pronged approach to ensure the sound development of drug circulation industry in China.
