Beijing Medical Reform of Separating Dispensing from Prescription: Its Impact on Community Hospitals —Taking the Community Health Service Center of Beijing Language and Culture University as an Example

Abstract: Objective To analyze the achievement of the comprehensive reform of separating dispensing from prescription in Beijing last year and to provide references for further reform in community hospitals. Methods Relevant data of Beijing Language and Culture University Hospital before and after the comprehensive reform was collected to compare and analyze the changes on all the indices of outpatient service volume, clinical expenditure of per visit, drug cost, drug proportion, non-pharmaceutical income and structure, hospital total income and other medical cost variation. Results and Conclusion The effect on income structure adjustment in the hospital initially appeared by comparing the year before the reform in 2016 with the year after the reform in 2017. In 2017, the total outpatient medical expenses increased by 1.7856 million yuan, with a growth rate of 5.73%; registration and treatment fees, medical service fees and the hospital’s consultation fees increased significantly. The income structure adjustment basically conformed to the expectations of medical reform. In 2017, the hospital’s total balance of income and expenditure decreased by 646,126 yuan, a decrease of 1.96%. Therefore, the implementation of the medical reform is conducive to the diversion of patients to community hospitals, but the compensation mechanism for community hospitals still needs to be improved.
