    Analysis on the Development Strategy of China’s Pharmaceutical Enterprises under the Background of Volume Procurement

    Objective To provide reference for the development strategy of China’s enterprises under the current policy background of generic drug consistency evaluation and volume procurement. Methods China’s current policies on generic drugs and market environment were analyzed and the development paths of international top pharmaceutical enterprises were studied as well. Results and Conclusion There are four transformation and upgrading paths for China’s pharmaceutical enterprises. First, they should invest more in innovation to realize the globalization of new drugs. Second, overseas patented new drugs should be introduced actively. Third, they must focus on the research and development of high-end generic drugs. Lastly, the transformation from active pharmaceutical ingredients into pharmaceutic preparation should be carried out quickly. Under the background of volume procurement, the pharmaceutical market pattern will be completely changed. The research and development capability and patented drugs will become the core competitive advantages of enterprises.

    Current Effect of “4+7” Drug Centralized Volume Procurement and Suggestions for Future Improvement

    Objective To explore the impact of the “4+7” city drug centralized procurement policy implemented from April 1st, 2019 on China’s pharmaceutical market and the differences between this pilot scheme and the first volume procurement, so as to put forward some suggestions for this policy and improve the drug price formation mechanism. Methods The characteristics of the “4+7” volume procurement policy and its improvements were summarized through literature research, and the distribution of the winning enterprises in volume procurement was shown by the chart. Then the overall situation of pharmaceutical enterprises in China was analyzed. Results and Conclusion According to the main distribution of enterprises in the alliance region, we can see that the first round of bid-winning enterprises with 25 varieties are mainly distributed in the eastern coastal cities of Jiangsu, Zhejiang, Shandong, and Guangdong, which shows a trend of developing to provinces of Sichuan, Hubei, and Hunan. With the increase of volume procurement inland cities will be included in the future. This pilot scheme of volume procurement is a reform of the entire pharmaceutical industry. It has improved the market structure and promoted the transformation and upgrading of regional medicine representatives. The most important thing is to enable the public to better enjoy the benefits brought by the low-priced drugs. However, for some pharmaceutical enterprises and drug retail industry, it is a challenge. Therefore, it is necessary to improve the policy and strengthen market supervision and management.

    Policy Suggestions on Procurement of Basic Infusion Against the Background of Volume Procurement

    Objective To evaluate the clinical value of basic infusion packaging materials for providing suggestions on formulating basic infusion volume procurement policies. Methods Combined with market data, questionnaire surveys were used to rank different basic infusion packaging materials. Pharmacists, nurses, and experts in the field of packaging respectively assess the safety, compatibility, effectiveness, convenience, and environmental friendliness of the materials. Results and Conclusion Products with the best clinical value have a lower market share than other products with average clinical value. The best three packaging materials only account for 15% of the market share. The order of clinical value from good to bad is inner-sealed polypropylene infusion bag (BFS) > soft aseptic bag with double valves and layers > upright polypropylene infusion bag > non-PVC soft bag > plastic bottle > glass bottle. The order of market share is non-PVC soft bag > soft aseptic bag with double valves and layers > plastic bottle > vertical polypropylene infusion bag > inner-sealed polypropylene infusion bag (BFS) > glass bottle. Therefore, the clinical values of various basic infusion packaging materials are different. The following countermeasures are put forward such as separating bidding for basic infusions with different packaging materials, combining volume and price with procurement, and priority procurement of packaging materials with better clinical values.

    Statistical Analysis of Defective Items of Pharmaceutical Wholesale Enterprises

    Objective To provide some references and suggestions for promoting the healthy development of pharmaceutical wholesale enterprises, improving the scientific supervision level of the drug regulatory department and ensuring the quality of drugs in the circulation. Methods Retrieving the items on the official websites of the national and provincial drug regulatory departments from 2017 to 2019 that didn’t meet the requirements of the 2016 edition of the Good Supplying Practice in pharmaceutical wholesale enterprises under various inspections, the defective items were summarized and analyzed, and further study of the changes of defective items was conducted. Results and Conclusion 908 pharmaceutical wholesale enterprises had definite defective items, and 218 items violated the Guidelines for On-site Inspection of the Good Supplying Practice, with a cumulative frequency of 3 874 defects. Defective items with high-frequency mainly occurred in storage and maintenance, facilities and equipment, personnel and training, general rules and sales. The average defect frequency in each pharmaceutical wholesale enterprises increased year by year, but the proportion of serious defective items decreased significantly. It is recommended that based on improving drug quality, pharmaceutical wholesale enterprises should strengthen personnel training to enhance their awareness of quality responsibility. Besides, the drug regulatory department should increase inspection and crackdown on illegal business operations and the deception of pharmaceutical wholesale enterprises.

    Objective To study the current situation of supply chain management in pharmaceutical wholesale enterprises so that supply chain risks can be identified effectively. Methods Through the analysis of the actual situation of enterprise A, combining with the supply chain problem of the enterprise, the enterprise supply chain risks were found out. Results and Conclusion With the development of pharmaceutical circulation industry, the competition among drug wholesalers has become increasingly fierce. For enterprises, the supply chain risks are increasing, and the traditional upstream and downstream supply risks are transformed into multiple-dimensional risks. The goal of carrying out supply chain risk identification in pharmaceutical wholesale enterprises is to enable key enterprises to discover and understand different types of risks in time so as to improve the management of supply chain.

    Research on Development Strategy of Online Pharmacies Based on Blockchain Technology

    Objective To study the problems that restrict the development of online pharmacies, and put forward some suggestions for the development of online pharmacies with the help of blockchain technology. Methods Literature review method was used to understand consumers’ psychology of online drug purchase. Besides, some experts in related fields were consulted. The specific path of applying blockchain technology to online pharmacies was analyzed based on the unique characteristics of blockchain technology. Results and Conclusion From the perspective of the characteristics of blockchain technology, this paper analyzes the factors restricting the development of online pharmacies, and proposes targeted solutions to the problems of selling counterfeit drugs, leaking consumer information, and government supervision difficulties in the online pharmacies trading platform. This will break through its bottleneck and help the development of online pharmacies.

    Research on Improving Customer Value by Using QCC in Drugstores Based on Customer Life Cycle

    Objective To build a model to improve the customer value of drugstores, so as to enhance their core competitiveness and share the value between drugstores and customers. Methods The quality control circle (QCC) was used to establish the model based on the theory of customer life cycle. According to recency-frequencymonetary (RFM) model, a general value index evaluation system was constructed for customers in different life cycles, and an example was studied. Results and Conclusion The flow model of drugstore customer management system and the method of evaluating the customer value were designed. Taking the activities of the QCC in a drugstore as an example, the deficiencies of pharmaceutical care such as medication consultation, shortage of drug supply and irrational drug display were improved. It also promoted the transformation of customers from a starting period into stable period and improved the comprehensive value of customers, indicating that QCC was effective. Drugstores should carry out the QCC activities with different themes according to the characteristics of customers in different life circles. Meanwhile, suggestions from customers on improving the environment and facilities, service quality and management mechanism of the drugstores should be effectively adopted to promote the transformation of customers from the starting period to the stable period for the realization of the highest value. This will bring economic value to drugstores and achieve the value sharing between drugstores and customers.

    Empirical Study on Improving Customer Satisfaction of Retail Pharmacies by Using Quality Control Circle

    Objective To study the effect of quality control circle (QCC) activities on customer satisfaction of retail pharmacies so as to improve the level of customer management. Methods After choosing the theme of improving customer satisfaction research (CSR) in pharmacies, Gantt chart, questionnaire, fishbone diagram and other tools were applied in the “endeavor circle” to find out the factors affecting the theme. Then corresponding countermeasures were made and implemented to verify them in different stages. Meanwhile, the radar map and other technologies were used to compare the changes of CSR and circle members’ growth before and after the activities. Results and Conclusion Sales clerk’s lack of drug knowledge, serious shortage of drugs, incapability of establishing a good relationship with customers and the lack of after-sales service were identified as the main factors. After implementing corresponding countermeasures, the target achievement rate was 116.12%, and the progress rate was 19.02%. Besides, customer satisfaction increased from 79.54% to 94.67% and the team growth value of circle members increased from 3.29 to 5.83, with significant tangible and intangible effects. QCC activities in retail pharmacies can not only standardize pharmaceutical service mode, but also improve the overall competence of sales clerks. The key factors and management methods for CSR improvement obtained from QCC activities will provide reference for the customer management of retail pharmacies.
