    Perfecting the Incentive Mechanism for Pharmaceutical University Staff in China: Strategies and Suggestions

    Objective To provide suggestions for perfecting the incentive mechanism for pharmaceutical university staff. Methods Three incentive mechanisms of for pharmaceutical university staff in China were studied comparatively. Results and Conclusion The reform direction of incentive mechanism for pharmaceutical university staff is to learn from the merits of contract spirit in “Sir/ Madam” incentive mechanism and the contribution efficiency in “Instructor” incentive mechanism, meanwhile to avoid the negative effects of “radical” mechanism for university staff.

    Objective To study the development trend and prospect of CRO in China. Methods Current status and existing problems of CRO development in China and abroad were analyzed by SWOT and suggestions were raised accordingly. Results and Conclusion Suggestions raised by SWOT analysis can provide reliable references for the development of CRO in China.

    Patent Early Warning Mechanism in Pharmaceutical Universities in China

    Objective To analyze the necessity of patent risk early warning mechanism in pharmaceutical universities, and to put forward some suggestions for making patent map for early warning. Methods Classification and function of patent map were analyzed to show that patent map played a vital role in information service for drug research and development of pharmaceutical universities. Results and Conclusion It is suggested pharmaceutical universities should improve their patent map mechanism to provide patent early warning for science research departments.

    Beijing Medical Reform of Separating Dispensing from Prescription: Its Impact on Community Hospitals —Taking the Community Health Service Center of Beijing Language and Culture University as an Example

    Objective To analyze the achievement of the comprehensive reform of separating dispensing from prescription in Beijing last year and to provide references for further reform in community hospitals. Methods Relevant data of Beijing Language and Culture University Hospital before and after the comprehensive reform was collected to compare and analyze the changes on all the indices of outpatient service volume, clinical expenditure of per visit, drug cost, drug proportion, non-pharmaceutical income and structure, hospital total income and other medical cost variation. Results and Conclusion The effect on income structure adjustment in the hospital initially appeared by comparing the year before the reform in 2016 with the year after the reform in 2017. In 2017, the total outpatient medical expenses increased by 1.7856 million yuan, with a growth rate of 5.73%; registration and treatment fees, medical service fees and the hospital’s consultation fees increased significantly. The income structure adjustment basically conformed to the expectations of medical reform. In 2017, the hospital’s total balance of income and expenditure decreased by 646,126 yuan, a decrease of 1.96%. Therefore, the implementation of the medical reform is conducive to the diversion of patients to community hospitals, but the compensation mechanism for community hospitals still needs to be improved.

    A Drug Ontology Design in Pharmaceutical E-commerce in China

    Objective To describe an approach to designing a drug ontology model from a pharmaceutical e-commerce perspective to achieve information sharing and interoperability. Methods Several major drug terminology standards and database sources were analyzed to define the relationships of specific data items so as to provide unified definitions and representations for data items. The data to be standardized was identified by building a hierarchical structure of classifications, defining the attributes of these classifications, and assigning data types for each attribute. Results and Conclusion A hierarchical structure model of ontology, named CEDO was built based on major drug terminology standards and database sources. CEDO includes five hierarchies for central drug concepts and seven reference hierarchy concepts. The approach described in this study can provide realistic ways to build drug ontology for e-commerce in China.
